Who We Are

The New England HEDIS Coalition ("NEHC") was established in 1993 as a collaborative effort among health plans and purchasers to implement collection and reporting of HEDISR ("Health Plan and Employer Information Set") performance measures.

Our Initial Goals

  • Formalizing feedback about HEDIS to the National Committee for Quality Assurance ("NCQA").
  • Resolving implementation issues.
  • Developing formats to make the reported data more comparable and meaningful.

Our First, Groundbreaking Accomplishment

Fifteen New England health plans participated in a yearlong effort that culminated in the October, 1994 release of the Baseline Performance Profile.  This was the first report of its kind in the country that was based on HEDIS data from health plans competing in the same geographic region.

Where We Are in 2002

Current NEHC membership includes over 20 health plans representing all New England states, as well as the Massachusetts Division of Medical Assistance, the Massachusetts Healthcare Purchaser Group (representing  65 purchasers), and the Massachusetts Division of Health Care Finance and Policy.

Our Continuing Goals

  • Insure the integrity and comparability of performance data about New England health plans.
  • Educate purchasers and providers on the evolution, collection and use of quality measurements.
  • Work collaboratively with purchasers, providers and others on continuous quality improvement initiatives.

The NEHC’s main governing body is its Steering Committee, which includes formal representation from each member organization. The Steering Committee meets every other month, alternating with meetings of the Leadership Council, which is made up of six health plans and one purchaser and manages strategic planning and project design and implementation.

Much of the NEHC’s collaborative work is carried out in its three subcommittees: Utilization, Member Satisfaction and Quality/Audit. The groups are responsible for ensuring that health plans collect data for HEDIS performance specifications in a comparable fashion, for fielding the annual Member Satisfaction survey developed by NCQA, and for overseeing the annual NCQA-required audit for participating member health plans.
