Who Can Join?

NEHC membership is open to health plans, purchasers, purchasing coalitions, consultants, and public policy makers. There are two membership categories, active and associate. Active membership, which carries voting rights, is limited to health plans which submit HEDIS data to NCQA, and to purchasers and purchasing coalitions. Organizations such as consulting firms, public policy makers and regulators, and health plans that do not yet submit HEDIS data, do not qualify for active membership, but can become associate members.

All active and associate members are assessed annual dues or, in lieu of dues, must devote an allotted annual number of hours to NEHC business. All members must also execute a confidentiality agreement and a statement of compliance with anti-trust laws.

Benefits of membership in the NEHC, for health plans, include the opportunity to collaborate with peer organizations to assure the integrity and comparability of HEDIS reporting, to realize cost savings through collective contracting for audits and satisfaction surveys, and to enjoy membership benefits in the NCQA HEDIS User Group (included in the annual NEHC membership fee). Benefits for purchasers and other organizations include the opportunity to work closely with health plans and NCQA to refine the definition of performance measurement, to support efficiencies in data collection and reporting, and to encourage the direction of health plan resources toward continuous quality improvement.
