To shape the national and regional agendas for health plan performance measurement by facilitating a collaborative forum of health plans and purchasers to:

• assure the integrity and comparability of HEDIS measures reported by New England health plans

• provide feedback to NCQA regarding improvements to new and proposed measures

• promote cost-effective measurement processes (e.g., group purchasing for audits, data collection and satisfaction surveys)

• promote full access to HEDIS data

To educate purchasers, health plans, consultants and providers on topics including:
